The Aspect Ratio is the ratio between an images height and it's width.  I.e. the image is twice as wide as it is high.  When an image is resized, the aspect ratio is maintained so that the image remains in proportion.

To resize an image without maintaining the aspect ratio, open the Custom Size and uncheck 'Keep Aspect Ratio'
